Job Summary:

This position is responsible for managing the day-to-day functions and staff for the company’s health and welfare benefit plans operations. Advises employees and managers regarding policies and procedures relevant laws and regulations and makes or recommends appropriate decisions with regard to plan matters. Contributes to the development of current annual and long-term objectives for the function. May represent the function to outside agencies.
DUTIES and RESPONSIBLITIES
+ Manages the day-to-day functions and staff for the company’s health and welfare benefit plans operations.
+ Plans coordinates and initiates employee/manager interactions to ensure effective communication.
+ Reviews and analyzes reports and records. May develop new or revise existing processes and procedures and makes internal and external presentations.
+ Initiates plans and coordinates project(s) including determining project schedule to meet business objectives.
+ Provides counsel and assistance to employees and all levels of management.
+ Assists or oversees other areas of the Records and Benefits department as necessary for projects.
+ Develops and recommends modifications to human resources policies and procedures.
+ Manages and participates in the planning attraction selection retention and development of personnel to ensure the availability of the required management professional and technical talent.
+ Maintains the strict confidentiality of sensitive information.
+ Responsible for ensuring all laws regulations and other applicable obligations are observed wherever and whenever business is conducted on behalf of the Company. Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices.
+ Other duties as assigned or required.

Job Qualifications:
+ Typically requires a bachelor’s degree in business administration or a related discipline and nine or more years of progressive human resources professional experience with at least five of those years administering / managing benefit processes and personnel. Additional professional experience or formal training in human resources may be substituted in lieu of education.
+ Must have thorough knowledge in the application of human resources principles concepts theories regulations and practices and have comprehensive project leadership skills including organizing planning scheduling and coordinating workloads to meet established deadlines or milestones.
+ Must be customer focused and possess: (1) the ability to exercise a high degree of independent judgment in resolving complex management and technical human resources problems; (2) the ability to interpret policies and procedures; (3) the ability to serve as spokesperson on human resources projects and be technically knowledgeable in one or more areas of human resources; (4) the ability to develop and administer budgets schedules and performance standards; (5) strong communication leadership presentation and interpersonal skills to enable an effective interface with other units departments all levels of management professional and support staff and external parties including government representatives; and (6) knowledge of computer applications and operations pertinent to the field.
+ Must be able to work on a self-initiated basis and in a team environment and able to work extended hours and travel as required.
