Ground Element Systems Engineer (Job Number:426872) Description:
JOB DESCRIPTION: The Space Program Office is seeking a Ground System Software Engineer familiar with space systems ground segment acquisitions and related Operations & Maintenance (O&M) of those systems and operational ground stations. - The successful candidate will provide direct support for major program acquisitions and their related O&M contract. - Thesis program office procures satellite vehicles with associated ground segments. - The ground segment consists of ground command and control (C2) software and hardware, and includes Automated Data Processing Equipment (ADPE) and networks. - This individual will provide primary support to Development & Sustainment Branch. - Activities leverage understanding of full life cycle systems support, from procurement to O&M, including requirements analysis, requirements tracking, system design and development through system test, delivery, installation and sell-off and focuses on the development, testing and integration of the hardware and software components at the factory through delivery to Ground Stations. - The successful candidate will participate in factory activities such as witnessing tests at all levels and providing feedback to government and team members, acting as the governments eyes and ears at the factory, attending software and/or hardware review boards, auditing shipments and participating in working groups. - The candidate will attend SSPO meetings and perform other duties as specified by branch or division management, as needed. - Tasks include: providing feedback on status; process improvements and recommendations on best way forward; document reviews (test procedures, design management, integration, verification and installations plans); witnessing and evaluation of tests and installations; performing audits of systems prior to shipment; integration of the subsystems at the Ground Stations; and O&M support of delivered ground elements. Required Experience
: Typical Education and Experience: - Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience ; PhD or JD and four (4) years or more experience. Required: - Knowledge and experience with software lifecycle - Ability to provide analysis and recommendations for ground C2 to the government - Understanding of space-ground systems architecture for ground C2 - Excellent interpersonal, leadership, team building and problem solving skills with a demonstrated ability to be effective in a complex government/contractor team environment - Excellent written and oral communication skills - Ability to provide full- time support to the SPO at the factory in Los Angeles, CA - Ability to travel overseas - Prior success in development and/or analysis and monitoring of system architecture, requirements, design, development, integration, installation and O&M activities - Experience with ground systems development, integration, testing, verification, and O&M for large systems - Understanding of SIGINT satellite systems and architectures or ability and willingness to learn how the program office works Desired: - Prior ground system experience in a major satellite program office - Knowledge of acquisition, development and O&M best practices for large complex systems - Demonstrated knowledge of hardware and systems engineering best practices - Experience in NRO acquisitions and program management processes - Understanding of command and control differences for satellite orbit regimes - Experience with interfaces to external systems; including signal processors - Experience in DOORs and model based systems engineering (MBSE) tools - ICAF SAIC Overview:
