Chief Instructor, Aviation Training Center

Department Summary:

The BSU Flight Training Center is located at the New Bedford Regional Airport, New Bedford, MA. BSU Aviation offers rigorous academics and excellent in-flight training in every kind of airspace.

Position Summary:

The Chief Instructor is a vital member of BSU Aviation as the central point of contact for the development and delivery of flight and ground training. This member provides critical leadership and supervision duties and works cooperatively with a variety of internal and external agents to provide the highest level of safe, efficient service.

Supervision Received: Reports to the Dean, Ricciardi College of Business

Supervision Exercised: Staff Assistants, Assistant Chief Instructors, Ground and Flight Instructor staff, including faculty who are performing duties as a ground instructor for applicable CFR Part 141 courses, and the Flight Training Center Administrative Assistant.

Hours: Monday-Friday, 8:00 am to 4:00 pm. (Subject to change) (Saturday and Sunday as days off)

(This is a Full-time, 12-month position which falls within the APA Union)

Essential Duties:

• Ensure compliance with all Federal Aviation Administration (FAA), Commonwealth of Massachusetts, and Bridgewater State University policies regarding safety and higher education policies for the effective delivery of the highest quality ground and flight training in accordance with 14 CFR Parts 141 and 61 Flight Training Activities.
• Work cooperatively with the Assistant Director/Safety Officer to support BSU Aviation and Federally mandated safety programs.
• Prioritize financial, equipment, and human resources to develop and support programs that ensure student success.
• Supervise FAA Parts 141 and 61 ground and flight training course development, execution, and evaluation. Develop and employ knowledge of industry best practices/procedures to improve course content and delivery.
• Serve as primary liaison with; FAA Principal Operations Inspector, FAA Principal Maintenance Inspector, Designated Pilot Examiner(s).
• Work cooperatively with Dean, Ricciardi College of Business and Aviation Science Department Chair to recruit, select and train appropriate faculty.
• Work cooperatively with Aviation Science Department Chair, and other university offices to ensure proper student enrollment, progress, and completion of ground and flight training courses in a timely manner; provide ground and flight instruction as well as flight training progress counseling as needed.
• Monitor and adjust training delivery to achieve and maintain FAA Practical and Knowledge Test pass rate at or above 90% for all 14 CFR Part 141 courses; conduct on-site flight and ground evaluations with students and staff.
• Initiate and maintain 14 CFR Part 141 examining authority for selected ground and flight courses.
• Direct and oversee the recruitment, hiring, training, of all Ground and Flight Instructor staff.
• Develop, supervise, and evaluate all Ground and Flight Instructors and Assistant Chief Instructors.
• Work cooperatively with Aviation Business Manager and Staff Assistants to identify, develop, and provide professional development opportunities for all Flight Training Center staff, Ground and Flight Instructors
• Manage the BSU Aviation Flight Training Center publications library and oversee the day to day compliance of publications such as the Aviation Operations Manual (AOM), Flight Standards Manuals (FSMs) , and the Training Course Outlines (TCO) for all courses.
• Promote and participate in industry safety and education efforts (e.g. FAASTeam membership).
• Advise the Dean Ricciardi College of Business on all matters regarding: resource utilization and requirements; staff and student training initiatives and outcomes; and other operational issues as necessary.
• Coordinate with Aviation Flight Training Business Manager to identify requirements and develop annual flight training budget.
• Obtain appropriate annual professional development activity.
• Perform other duties as necessary.

Required Qualifications:

•Bachelor’s Degree; excellent skills in teamwork, time management, presentations, coaching/leadership/supervision, interpersonal, verbal and written communication.
•Must possess FAA Commercial Pilot (ASEL/AMEL), CFI/CFII, current or prior experience as a Check Airman.
FAA 3rd Class Medical.
•Three years of experience with 14 CFR Part 141 aviation operations.
•Meet, exceed, or have federal exemption for 14 CFR Part 141.35 Chief Instructor Qualifications.

Preferred Qualifications:

•FAA Certified Airline Transport Pilot. FAA MEI. FAASTeam representative or similar experience.
• Experience with assessment and accreditation.
• Strong computer skills, including working knowledge of Microsoft Office Suite, various Windows utilities, and web-based applications.
• Experience with educational institution policies, practices, and procedures.
• No past, current, or pending FAA actions on the individual’s pilot and/or instructor certificate.
• 2nd Class medical
• Demonstrated ability to able to plan, develop, perform, integrate and manage multiple tasks with attention to detail.
• Ability to utilize analytical and statistical methods and procedures including electronic data processing to make adjustments to training practices.
• Ability to demonstrate safe practices and procedures at all times when operating in the aviation environment. Ability and desire to provide the highest level of professionalism and customer service to all internal and external customers. Ability to work effectively under pressure while demonstrating ability to make independent business decisions using sound judgement.
• Demonstrated skill and ability in writing, developing, and evaluating procedural guidelines and manuals.
• Ability to analyze and evaluate diverse data and formulate into coherent practical operations.
• Strong knowledge of computer software applications such as Microsoft Office suite of programs and flight training management system.
• Possess and maintain the appropriate and current FAA certifications applicable to the position.
• Demonstrated ability to able to plan, develop, perform, integrate and manage multiple tasks with attention to detail.
