Manager Pension Plan Investment Administration

We are currently seeking an Manager Pension Plan Investment Administration to join our team in Sacramento CA .
This current opening may be filled at this level as posted or at one level higher.
Essential Job Functions (Including % of Time for Each)
80% - PENSION PLAN INVESTMENT ADMINISTRATION
+ Prepare a variety of written statistical and financial reports including Pension Investment Committee agenda items and related reports special project reports reports on investment performance and correspondence.
+ Establish and maintain investment data base and prepare spreadsheets and other presentation of investment information.
+ Review and reconcile various reports on investment transactions and performance.
+ Prepare presentations to Senior Management the Pension Investment Committee and other internal and external groups.
+ Establish and maintain effective working relationships with appropriate members of the external investment community including broker dealers investment custodians financial institutions and investment consultants.
+ Manage the overall process of on-boarding new investment managers and/or new investments in commingled fund structures and subscription agreements. Also responsible for managing the redemption process as investment managers or investments are terminated. Requires close interaction with management and the Pension Investment Committee.
+ Coordinate information provided by Investment Consultant and Trustee and respond to Pension Investment Committee questions or requests for information. Prepare and provide weekly/monthly pension reports to Senior Management and Pension Investment Committee.
+ Responsible for monitoring liquidity of the portfolio to ensure that all benefit payments administrative expenses and capital commitments/obligations are met. This entails developing ongoing annual projections of plan expenses and producing regular status reports for the Pension Investment Committee.
+ Responsible for ensuring that all manager fees are correct and paid promptly. Interacts directly with the investment managers (and Trustee as needed) to resolve any discrepancies in fees that are invoiced when compared to internally calculated fees using portfolio valuations provided by the Trustee.
+ Reviews asset valuation reports and works with investment managers or the Trustee or sub-custodians to determine cause of any differences period over period or differences between the investment manager and trustee valuations.
+ Develops and maintains associated financial disclosures concerning pension plan investments related to the issuances of stand-alone pension plan financial statements and corporate financial statements. Fully participate in the audits related to the financial disclosures working closely with the Director Treasury to meet Pension Audit requirements/requests.
+ Responsible for compliance with ERISA and all other federally or state mandated legal requirements including completion of pension 5500 reports.
+ Responsible for maintaining all documentation related to the adherence with SOX and internal and external audit requirements and ensuring compliance with all SOX controls related to pension plan asset valuations.
+ Plans coordinates and manages the activities and responsibilities of the Treasury Financial Specialist and Treasury Financial Analyst.
20% - TRUSTEE RELATIONSHIP
+ Day-to-day interaction with the Trustee to insure the timeliness of meeting reporting deadlines as well as the accuracy and integrity of the information.
+ Verify accuracy of all reports provided by Trustee by comparing to internally kept reports (e.g. expenses and fees manager summary of assets etc.) and insure that trustee makes timely and accurate payments to investment managers for fees and expenses.
Requires a Bachelor’s degree in Finance Accounting Business Administration or directly related field and at least nine (9) years of experience in investment management pension plan administration and related accounting activities and audits or an equivalent combination of education and experience. This position requires supervisory skills including the ability to plan and coordinate the activities of direct reports. Requires the ability to provide technical and administrative leadership to accomplish organization goals and commitments.

Additional Requirements and Preferred Qualifications:
+ Must be detail oriented and have strong computer skills including Microsoft Office and in particular Excel.
+ Must be able to work in a fast-paced environment while meeting daily deadlines and comfortable with working with senior management external investment managers consultants and members of the Benefits Management Committee.
+ Familiarity with custody banking applications a plus.
+ CPA a plus.
Work Environment/Physical Requirements:
Employees in these positions must possess mobility to work in a standard office setting and to use standard office equipment including a computer; stamina to sit or stand and maintain attention to detail despite interruptions; may occasionally lift/carry/push/pull up to 25 pounds; may require occasional walking climbing stooping crouching and/or bending; and vision to read printed materials and a computer screen and hearing and speech to communicate in person and over the telephone. May require the ability to travel by air or auto. May require the use of personal protective equipment such as safety glasses safety shoes and shop coat. These positions may be expected to work varying shifts and hours to ensure successful operation of activities in the organization.
