Total Flight Time -- Flight time as pilot-in-command or copilotin aircraft of any weight or category is creditable for thisrequirement. <em>For in-service placements actions</em> up toone-fourth of the total flight hours may by waived forcandidates who have demonstrated possession of the knowledge andskills needed to perform the work provided:</p><ul><li>They hold the certificates and ratings required;</li><li>They have acquired the pilotin-command hours and flight hours inother categories essential to performance of the work;</li><li>They meet the requirements in terms of level and quality ofexperience; and</li><li>Their flying history indicates they are qualified for theposition.</li></ul><ol><li>Pilot-In-Command -- Only flight hours acquired aspilot-in-command are creditable.</li><li>Night Flying -- <em>For inservice placement actions</em> at the GS-11level and above 25 hours may be waived if the candidatedemonstrates the ability to perform the work.</li><li>Flying Time Last 12 Months -- Required only for positions thatinvolve flying. The flight hours specified apply to <em>competitiveappointments</em>. For <em>inservice placement actions</em> up to one-halfof the flight hours may be waived provided the individualstotal background reflects the ability to perform the duties ofthe position safely. For positions flying both helicopters andairplanes at least one-fourth of the total hours must be ineither category of aircraft. At least 100 hours flight timerequired for this position.</li></ol><p>The following flight hour requirements apply <em>only</em> when theposition requires the particular specialty.</p><ol><li>Multi-engine Airplane -- When the position requires operation ofheavy multi-engine airplanes (i.e. gross takeoff weight in excessof 12500 pounds) at least 50 percent of the flight hours must havebeen in such heavy airplanes except as indicated below. Up to 250hours flying time acquired in heavy helicopters (gross takeoffweight in excess of 12500 pounds) may be substituted. For AirspaceSystem Inspection Pilot positions with the FAA experience may havebeen in either light or heavy multi-engine airplanes.</li><li>Instrument -- At the GS-11 level and above at least 10 of therequired hours must have been logged in actual instrument weather.The balance may have been acquired in a flight simulator or as othertypes of instrument flight time e.g. hood instrument.</li><li>Instructor Time -- Must be related to the nature of theinstruction work and the category of aircraft operated (i.e.airplane or helicopter) in the position to be filled. If the purposeof the position is to provide instruction in instrument flighttechniques one-half of the flight time must have involvedinstrument instruction in either airplanes or helicopters</li></ol><p><strong>FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS)POSITIONS:</strong> Merit promotion applicants must meet applicabletime-in-grade requirements to be considered eligible. One year atthe GS-11 level is required to meet the time-in-grade requirementsfor the GS-12 level. TIG applies if you are in a current GS positionor held a GS position within the previous 52 weeks.</p><p><strong>KNOWLEDGE SKILLS AND ABILITIES (KSAs):</strong> Your qualifications willbe evaluated on the basis of your level of knowledge skillsabilities and/or competencies in the following areas:1. Knowledge of aircraft systems and operating proceduresaerodynamics flying fundamentals aircraft instrumentationground and flight emergency procedures and instrument andvisual flight rules as well as knowledge of training aircraftand of the operation characteristics and limitations of thecorresponding aircraft simulator.2. Knowledge of the methods principles practices and programsrelated to curriculum development instructional techniques andtraining resources.3. Skill in the use of a variety of computer applications andsoftware to include simulator systems sufficient to meetdesired learning objectives.4. Skill in demonstrating flying procedures and maneuvers in anaircraft simulator.5. Ability to communicate clearly and effectively orally and inwriting to include classroom instruction before large and smallaudiences.6. Ability to teach multiple academic courses while using computerbased teaching aides</p><p><strong>PART-TIME OR UNPAID EXPERIENCE:</strong> Credit will be given forappropriate unpaid and or part-time work.
