THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a Aircraft Maintenance Manager Position Description Number D2410000 and is part of the Georgia Air National Guard. Area of Consideration: Members of the 165th Air Wing This is a full-time Excepted Permanent dual status position which requires Georgia Air National Guard Membership.

Responsibilities

As an Aircraft Maintenance Manager GS-1601-13 you will: Direct units overall effort to ensure readiness of assigned aircraft personnel and equipment to meet wartime day-to-day mission requirements and any State Active Duty to support State Emergencies. Plan organize and oversee the activities of the organization to direct flying operations. Establish review and/or revise policies procedures mission objectives and organization design for the assigned staff as necessary to eliminate work problems or barriers to mission accomplishment. Direct all functions to provide mission generation support by executing on-equipment activities to produce properly configured mission ready weapon systems to meet contingency and training mission requirements for both operations and maintenance personnel. Ensure standardized procedures and organizations among Aircraft Maintenance Units (AMUs). Constantly exercises conflict-resolution skills to de-conflict flying schedule priorities supporting wing mission requirements Operations and Maintenance Training requirements and real-world Air Tasking Order (ATO) commitments. This also involves fluctuating deadlines supporting multiple AMUs at dispersed locations and work occurring on 2 or more shifts. Through subordinate functional supervisors direct and supervise staff and production functions affecting very complex high performance aircraft with a wide variety of high cost sophisticated systems controlling approximately two thirds of base dollars. Direct a group work force of skilled technicians and traditional guard members including a variety of staff administrative and trades and crafts occupations operating 24/7 with at least 2 or more shifts. Determine goals and objectives for the squadron. Review accept amend or reject work which has been accomplished by subordinate supervisors and organizations. Develop and execute the squadron Commanders Inspection Program (CCIP) assessing the organizations ability to execute the mission manage resources develop personnel and improve the unit. Give advice counsel and instructions to supervisors and subordinate employees on both general policy and administrative matters. Consult with subordinate supervisors and training specialists on training needs. Provide for employee development and training to ensure all assigned personnel and organizational entities are fully capable of performing their wartime tasking. Responsible for the Squadrons Special Certification Roster (SCR) to ensure accuracy and that a sufficient number of personnel are qualified to perform mission critical tasks. Evaluate subordinate supervisors and reviews evaluations made by subordinate supervisors. Make and approve selections for subordinate positions. Hear and resolve grievances and serious employee complaints. Review serious disciplinary cases and problems involving subordinate employees and determine required action. Ensure efficient position management is practiced and subordinate position descriptions are accurate. Approve/disapprove leave. Support equal employment opportunity and labor management relations programs. Administer and participate in an effective labor relations program in compliance with regulatory and statutory guidance. Meet with and discuss issues with local and national labor organization representatives as well as representatives of the Federal Labor Relations Authority Federal Services Impasses Panel or the Office of Personnel Management when appropriate. Collaborate with the Group Commander and other base organizations to plan develop and implement numerous long term plans to include: the Wing/Group Strategic Plan (mission goals values objectives etc.) Wing Commanders Inspection Program the Base Master Plan (facilities) Communications/Computer Plan (infrastructure capabilities/upgrade) the Vehicle Replacement Plan the Deployment Cycle Plan Aircraft Modification Plan Depot Input Plan force management and recruiting/retention plans weapon system conversions and base supplements. Develop and constantly provide feedback on operational plans to NGB POCs and the Joint Staff. Conduct operational planning to provide for an adaptable agile force able to respond to dynamic contingency and non-contingency worldwide events based on the assigned aircraft and mission sets. Plan organize schedule control and direct unit aircraft maintenance resources to meet mission requirements. Direct programs to ensure mission accomplishment and the optimum use of resources in conjunction with the other Wing organizations plan and execute the maintenance elements of the flying hour and training program to ensure the Wing can meet contingency and wartime tasking of the aviation element as well as the Expeditionary Combat Support (ECS). Perform other duties as assigned.

Military Grades: 2LT - MAJOR Compatible Military Assignments: 21AX GENERAL EXPERIENCE: Experience education or training which has provided the applicant with a knowledge of equipment maintenance work or skill in reading engineering drawings and specifications using test instruments making computations and keeping records. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience in applying principles concepts and methods of equipment facility or service operations sufficient in designing projects or planning assignments. Experience using well-established occupational methods and techniques to determine facility grounds equipment overhaul maintenance restoration repair needs printing design layout etc. Experience working and serving as the contractor representative to ensure compliance with the contract scheduling and sequence of operations. Experience coordinating work forces and resources and negotiating with management or clients concerning problems. For Supervisory Positions add the following Specialized Experience: Experience in managing the function of the work to be performed. Experience which includes leading directing and assigning work of personnel.

Education

If you are using Education to qualify for this position: A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours for 12 months of experience. The education must have been in fields directly related to the type of work of the position (i.e. Engineering or Industrial Technology construction etc.) You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education you must provide documentation of proof that you meet the Education requirements for this position.
