Summary/General Description of Job:
The incumbent under the direction of the Manager of Airfield Operations directs all airfield operations for Dyess Army Airfield at Roi-Namur Island. The incumbent is expected to fulfill the responsibilities of the Manager of Airfield Operations during periods of absence.
Essential Duties and Job Functions:
Overall Management of Airfields and Helipads to the standards and operational requirememnts of AR 95-2 and FM 3-04.300
Oversee operations ocuuring at Airfields and Helipads.
Use of the Defense Internet NOTAM service.
Develop and implement an Airport Operations Manual Airfield Safety Program Flight Line Drivers Program Wildlife Hazard Abatement Program and Foreign Object Debris Prevention Program.
Provide representation at Garrison planning board meetings
Conduct annual airfeild inspections and QA self assesments IAW AR 95-2
Conduct daily airfield inspections.
Coordinate with the public works department for the repair and maintenance of airfeild facilities.
Coordinate all waivers that affect airfield and airspace criteria.
Ensure employee compliance with established department/company guidance/directives
Direct supervison of airport operations staff loctaed at Dyess Army Airfield on Roi-Namur island.
Assigned as property custodian for specified offices.
Responsible for timecard approval for all employees.
Coordinate with airfield tennants for local flight support operations.
Coordinate range mission support of airfield function(s).
Performs other duties as may be assigned.
Adhering to all applicable contract Performance Work Statements.
Establishing and maintain quality control plans and inspection functions.
Establishing appropriate policies instructions and procedures for department functions.
Prioritization of airfield support functions to ensure adequate resources are available to support required activities.
High school diploma or equivalent.
One (1) year of experience in a similar Assistant Manager role.
Three (3) years’ of experience in military airfield operations
Knowledge of Hazardous Material Shipping by Air under the provisions of military regulations and IATA Dangerous Goods Regulations.
Ability to communicate effectively in verbal and in writing in English.
Exceptional organizational leadership and time management skills.
Proficiency in Microsoft Office Suite (Word Excel PowerPoint Outlook)
Famililarity working with a database management program.
Ability to develop and maintain required statistical reports logs and audit data.
Flexibility and adaptability to changing requirements and schedules.
Must be self-motivated and able to work independently with little direct supervision.
Ability to lead and mentor a multi-national professional work force.
Must possess a current U.S. State Drivers license with no record of accident convictions within the past three (3) years.
DoD secret clearance required.
Frequent travel between airfields and outer island helipads required.
Required to pass a Federal Background Investigation to obtain a Common Access Card (CAC).
Possess a current U.S. Passport
Required to obtain a U.S. DoD Interim Secret Security Clearance prior to start date.
Must maintain CAC and Clearance eligibility throughout employment.
Ability to successfully pass a pre-employment background check and post offer physical/medical clearance and drug screen.
Associates or Bachelor’s degree from an accredited school in Business Airport Management or Engineering.
Two (2) years’ experience in airfield planning and design criteria visual air navigation facilities and knowledge of airspace requirements.
