THE POSITIONThe Certification and Operations Division of the Santa Barbara Airport is currently recruiting for a Senior Airport Operations Specialist. The Senior Airport Operations Specialist serves on a shift basis as the Airports central point of contact for airport tenants and outside agencies as well as the Lead Airport Operations Specialist for coordination and supervision in the security operations center (SOC) and assists the Airport Operations Supervisor with duties and special projects. The ideal candidate will have a strong background in FAR Part 139 compliance; operations services and activities of an airport as well as operational characteristics of airport security and communications equipment.A sample of the duties performed by this position include: ensuring daily compliance with FAR Part 139 inspections discrepancy identification and correction; issuing NOTAMs; providing emergency and routine control monitoring and dispatch functions and activities of the Airport Operations Patrol and Maintenance divisions in the SOC; assuring Airport compliance with FAR Part 139 and TSR Part 1542 requirements; support Airport FAR Part 77 and FAR Part 150 research documentation record keeping and reporting; ensure all recordkeeping maintained in the SOC is accurate thorough and timely including FAR Part 139 inspection NOTAM and training documentation and other record keeping as required; provide training for Airport Operations staff as required; provide badge holder training such as movement area and security training; coordinate and insure that Airport Operations Specialists are briefed on any relevant special details events and projects; assign tasks to Airport Operations Specialists and ensure their required duties are completed; monitor staff activity to ensure Airport Department policy is being followed; perform periodic audits of various databases to verify information is correctly entered; provide detailed documentation and incident reports as required; update the various airport safety security and procedural manuals to be current and in compliance with State and Federal Aviation Administration regulations; respond to a variety of situations including Security Access Control Systems violations; take appropriate enforcement action; record actions.EMPLOYMENT STANDARDSKnowledge of: Operations services and activities of an airport operations and communications program; FAR Part 139 requirements; TSR Part 1542 requirements; operational characteristics of airport security and communications equipment; principles and procedures of record keeping; principles of lead supervision and training; English usage spelling grammar and punctuation; basic mathematical principles; principles of airport emergency procedures; pertinent federal state and local laws codes and regulations; modern communications procedures methods and equipment including computers.Ability to: Learn basic air traffic control procedures and communication aviation terminology aviation phonetic alphabet and various aircraft types; make appropriate decisions; remain calm and effective under pressure; operate a variety of airport security and operations equipment; run and read CLETS (requires CLETS certification training provided) follow oral and written instructions; communicate clearly and concisely both orally and in writing; compose a variety of reports records and logs; type and enter data at a speed necessary for successful job performance; interpret City policies and procedures; establish and maintain effective working relationships with those contacted in the course of duty; work independently; conduct airfield and facilities inspections; Issue NOTAMS; lead and train staff in the Security Operations Center.License Requirements: Possession of a valid California Drivers License at the time of appointment. Possession of or ability to obtain a valid C.P.R. certificate. A valid pilots license is desirable.Work Schedule: Incumbents must be available to work 5/8 4/10 and/or 3/12 workweek. Regular shift hours will vary depending upon needs of the Airport. Incumbents must be available to work days evenings over-night shifts weekends and holidays.
