Strategic Planning Analyst
CeLeen an operating firm of Command Holdings is seeking a Strategic Planning Analyst to support OUSD(I&S) in the oversight of all DoD intelligence and intelligence-related activities with a focus on national and military tactical SIGINT programs.
Job Description (
Duties and Responsibilities: ):
- Assist in coordinating SIGINT policy issues across the National Intelligence Program (NIP) and Military Intelligence Program (MIP) and contribute to the development of doctrine for intelligence support to military operations.
- Draft input for the SIGINT portion of the annual Consolidated Intelligence Guidance.
- Support the development review and monitoring of intelligence plans programs and budgets to ensure compliance with OSD policy and broad strategic guidance.
- Monitor SIGINT-related major acquisition programs led by NSA and the Military Services for policy compliance and alignment with capability goals.
- Conduct technical studies analyses document reviews and budgetary assessments for SIGINT systems architectures and requirements.
- Collaborate with ODNI OUSD(A&S) Joint Staff and other stakeholders to review SIGINT requirements objectives and acquisition strategies.
- Represent OUSD(I&S) in forums such as the National SIGINT Committee Airborne SIGINT Engineering Integrated Product Team (ASEIPT) and other working groups addressing SIGINT acquisition programs.
- Support OUSD(I&S) in the oversight of all DoD intelligence and intelligence-related activities with a focus on national and military tactical SIGINT programs.
- Serve as a liaison across OSD Military Departments Joint Staff Defense Agencies ODNI and Executive Branch entities on SIGINT-related policies and programs.
- Support OUSD(I&S) participation in DoD CIO-led JADC2 initiatives contributing to doctrine training and policy development for globally integrated operations.
- Assist with congressional interactions on SIGINT matters including drafting testimony responses to congressional inquiries and appeals to SIGINT-related budget decisions.
Work Environment:
- Ability to sit at a computer terminal for an extended period of time.
- Ability to work in confined areas.

Required Qualifications:
- Masters Degree.
- Active TS clearance with the ability to obtain an SCI.
- 15 years of experience of which a minimum of six years must be specialized in systems design and analysis functional requirements analysis or modeling.
- 10 years of experience in Manned Aircraft System ISR architecture including platforms sensors datalinks and the associated data processing.
Preferred Qualifications:
- Active TS/SCI.
- Experience analyzing in the intelligence disciplines of SIGINT GEOINT IMINT and MASINT.
- Experience developing providing analysis and writing reports of operational programmatic financial and technical information.
- Experience developing senior level communications skilled in briefing senior officials and staffs.
- Experience working with critical ad hoc tasks with short time suspense and minimal guidance.
- Experience analyzing the major Intelligence Surveillance and Reconnaissance systems programs and initiatives.
- Experience working with the Joint Capabilities Integration and Development System (JCIDS) process.
- Experience working with the defense acquisition management system and DoD Inst 5000.2.
- Experience working with the DoD Planning Programming Budgeting and Execution (PPBE) system.
- Experience working with the functions of the OSD and its relationship to Services the Joint Staff the Unified Commands ODNI and other intelligence communities.
- Experience in AISR operations (Pilot/WSO/NFO/Intel etc.).
- Military experience.
