DutiesHelpDutiesSummaryTHIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.This National Guard position is for a AIR TRAFFIC CONTROL SPECIALIST (TERMINAL) Position Description Number T5825700 and is part of the LA ANG 159TH FIGHTER WING National Guard.Learn more about this agencyResponsibilitiesThis position is located in Air National Guard (ANG) Aviation Wing Air Traffic Control (ATC) Squadrons. The primary purpose of this position is: to provide tower radar and non-radar air traffic control (ATC) services to military and civilian aircraft operating under Instrument Flight Rules (IFR) Special Visual Flight Rules (SVFR) or Visual Flight Rules (VFR). Provides terminal ATC services to aircraft operating from primary and/or secondary airports within delegated airspace. Manages and directs controller actions and functions in Tower and Radar facilities as the primary watch supervisor and/or senior controller.Duties and Responsibilites:1. Performs air traffic control duties in the control tower and radar facility. Directs movement of aircraft in flight and on the ground by utilizing pilot and controller reports visual observation and/or tower and radar facility radar displays or a combination of methods and in close coordination with other controllers.2. Operates trains and provides preventative maintenance on a host of automated communications and display hardware and software systems that are integral and vital to the operation of the air traffic control facility.3. Conducts and directs aircraft mishap and hazardous air traffic systems reporting. Serves as the focal point on the airfield for ground or airborne aircraft mishaps system reports on hazardous air traffic activities and ATC and pilot incident inquiries.4. Provides comprehensive on-the-job training for Air Force and Air National Guard personnel in accordance with Air Force Air National Guard FAA and local policies and directives. Uses technical expertise and judgment for air traffic control procedures and provides hands-on training to trainee personnel using automated or formal classroom instructions.5. Contacts civilian or military individuals or groups from inside and outside the employing agency in a variety of functions as well as technical personnel employed by contractors and state ANG officials.6. An undergraduate academic specialization in a technical discipline with courses in administration and management is desirable. Must possess a graduate of a formal DoD/Department of Transportation (DOT) Basic Air Traffic Control course.SPECIALIZED EXPERIENCE: Must possess at least Twelve (12) months of experience equivalent to at least GS-09 or GS-10. ~OR~ Must possess at least Thirty-Six (36) months of experience performing regular duties in terminal operations issuing control instructions to aircraft operating under visual or instrument flight rules or combinations of both; experience in a military or civilian as an Air Traffic Controller in a single ATC facility-rated control tower air traffic facility; in briefing shift personnel on runway utilization airfield conditions and weather/ground activities; preparing and updating flight following maps; and in performing some shift supervision duties in a tactical or fixed tower radar or AIC. ~AND~ Able to obtain and maintain a facility-rating in a single ATC facility (Radar Final Control (RFC)/Ground Controlled Approach (GCA)/Control Tower (CTO).CONDITIONS OF EMPLOYMENT and NOTES:1. Must be facility-rated in all assigned facilities and maintain proficiency. Applicants must possess a valid Air Traffic Control Specialist Certificate and/or Control Tower (CTO) Certificate.2. Must meet and maintain on a continuing basis the physical and mental qualification standards established by the USAF or ANG for Air Traffic Control duty.3. Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies. May be assigned additional ATC related duties.4. Incumbent must exercise a high level of judgment and discretion demonstrate verbal and written skills and the ability to meet and deal with high-ranking military and civilian personnel.5. Must possess ability to make rapid and precise judgments in real-time work situations be able to remain calm under conditions that are stressful and to coordinate at times many different processes at once while adjusting rapidly to changes in the traffic pattern and tempo of work activities.6. Must meet and maintain on a continuing basis the physical and mental qualification standards established by the FAA USA and NGB for Air Traffic Control duty.7. Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance.8. Is subject to the special retirement provisions for Air Traffic Controllers under CSRS and FERS 5 USC 3382 Involuntary Separation for Retirement; 5 USC 8335(a) and 8425(a) Mandatory Separation; 5 USC 8336(e) and 8412(e) Immediate Retirement; and 5 USC 8339(e) and 8415(d) Computation of Annuity.9. Meets the definition for premium pay as stated in 5 USC 5546a(a)1. It also meets US OPM definition for Special Rate Table Number 0565 (radar approach control duties); or Special Rate Table Number 0566 (non-radar approach control duties).EducationYou must provide transcripts and/or other documentation as proof to support your Educational claims and receive credit to meet the Education requirements for this position.
