We have an exciting opportunity for a Senior Director of Environmental Health and Safety (EH&S) to join our Licensing Safety and Nuclear Compliance team at our headquarters in Torrey Pines CA. This position is responsible for overseeing all activities related to licensing safety and nuclear compliance from inception to completion in support of business activities ensuring adherence to Company policy as well as appropriate laws regulations permits and licenses. The position develops implements and manages department policies and procedures. In consultation with executive management the position develops and implements annual and long-term schedule quality business and financial objectives for the department and participates in and contributes to the development of annual and long-term objectives for the Company. The position represents the Company with external contacts including business and non- business communities; and ensures technical leadership and excellence are maintained.
DUTIES and RESPONSIBILITIES:
Oversee the Environmental Health and Safety activities including planning implementing and managing technical performance to ensure quality and financial objectives are attained.
Oversee the development implementation and management of policies objectives budgets plans procedures and schedules for the department; develop recommend implement and monitor uniform programs; conduct quality control audits and evaluate work standards and performance levels ensuring uniformity effectiveness and appropriate staffing levels.
Oversee the administration of licenses review and approve Work Authorizations involving radioactive material or radiation producing machines for compliance with applicable regulations and license conditions; review proposed changes; frequently performs inspections assuring adequate implementation of safety controls.
Ensure compliance with the radiological safety requirements of federal and state regulations regarding health physics as well as those imposed by radioactive material licenses; including exposure monitoring of personnel as appropriate.
Implement programs for accountability custody and control of radioactive material including audits and physical inventories.
Review operations of industrial safety involving hazardous work; review and approve Hazardous Work Authorizations.
Review accident investigations safety training and inspections; oversee the distribution of Company-supplied safety equipment and protective equipment to personnel.
Interface with the hazardous materials management team to review and approve work involving the use of hazardous materials and the timely and proper dispositioning of hazardous radioactive and mixed waste.
Ensure technical leadership and excellence is maintained by overseeing the planning attraction selection retention and development of the required management professional and technical talent.
Perform other duties as assigned.
Responsible for observing all laws regulations and other applicable obligations wherever and whenever business is conducted on behalf of the Company. Expected to work in a safe manner in accordance with established operating procedures and practices.
Typically requires a Bachelors or Masters degree in a technical field and fifteen or more years of progressively complex experience with at least nine of those years of having management responsibilities.
Must demonstrate an extensive technical understanding of environmental health and safety principles concepts theories regulations and practices.
Must have an in depth understanding of licensing safety and nuclear compliance principles theories and concepts; the ability to provide leadership and direction to lower management levels; the ability to represent the organization as a spokesperson regarding matters of significance to the company; and analytical ability to interpret scientific and technical journals and legal documents.
Must be customer focused and possess: (1) the ability to identify issues analyze and interpret data and develop innovative solutions to a variety of unusually complex technical problems using a high degree of independent judgment; (2) excellent analytical verbal and written communication skills to accurately document report and present findings to a variety of audiences including executive and senior management senior external parties and government agencies; (3) excellent interpersonal skills to influence and guide all levels of employees including senior managers and senior external parties and to give presentations to a variety of audiences including senior executives and senior outside representatives; (4) the ability to maintain the strict confidentiality of sensitive information; (5) the ability to effectively and efficiently initiate plan budget and manage projects; (6) the ability to develop and administer budgets schedules and performance standards; and (7) excellent computer skills.
Ability to work independently or in a team environment is essential as is the ability to work extended hours and travel as required.
