Technical Project Lead (15-1) Description MissionStatement Jacobs is seeking a qualifiedtechnical project lead / project manager to support the United States AirForces 53rd Wing Technical Support Services (53rd WTSS) contract.This contract supports the 53rd Wing and 96th Test Wing bothheadquartered at Eglin AFB FL and having units CONUS-wide. The 53 WG is thefocal point for the Combat Air Forces in electronic warfare and is responsiblefor operational test and evaluation of advanced equipment and systems. The 96 TW is the USAFs test and evaluation center for advanced air-deliveredweapons navigation and guidance systems and C2 systems. The 53rd WTSS team partners with military and civilian personnel to provide world-classIT technical support for the 53 WG and 96 TW missions. The 53rd WTSSprovides full lifecycle IT (to include project planning program security andcybersecurity) to support IT system concept development deployment day-to-dayoperations / maintenance and culminating in system retirement / replacement /upgrade. Overview This position is located at JointBase San Antonio-Lackland (JBSA) TX and supports the 453rd Electronic Warfare Squadron (453 EWS) a 53 WG unit on Lackland AFB. The 453EWS provides a full spectrum of EW support to DoD and coalition warfighters.The 453 EWS products and services are utilized in a variety of areas includingmission planning training and exercises. To learn more about San Antonioclick here: www.visitsanantonio.com JobDescription The successful candidate will: + Performanalysis and planning for computer network architecture evolution. + Createand maintain comprehensive project documentation. + Managechanges to project scope project schedule and project costs using appropriateverification techniques. + Helpidentify risks and opportunities for each project and assist in risk tracking. + Gatherand understandrequirements and Interface withtechnical/engineering customers. + Assistin writing statements of work (SOW) / statements of objectives (SOO) and/orother source-selection sensitive documentation. + Coordinatewith local organizations MAJCOM Air Staff and other DoD agency personnel to establishproject objectives and provide status updates re: the accomplishment of projectobjectives. + Provideweekly / monthly status reports and briefings as required. + Attendstaff meetings Engineering Review Boards (ERB) and Configuration ControlBoards as part of requirements development / refinement process. + Managediverse groups across all computer support disciplines and serve as ContractorSite Lead for 53rdWTSS personnel. Qualifications Required Education and Experience: + A minimum of 3 years direct project planning / management experience. Requires Skills: + Understanding of the US Government DoD and USAF organizational hierarchy. + Knowledge of USAF computer personnel security and facility directives (specifically JSIG and DCID documents). + Familiarity with accepted program / project management practices and the USAFs Planning Programming Budgeting and Execution System processes. + Experience in project management software. Required Clearance: + Active / Valid DoD TS/SCI-eligible clearance (i.e. DCID 6/4 eligibility); applicant must maintain clearance in active/valid status + Clearance investigation close date must be no older than 5 years 6 months at the time of application. + Must be willing to submit to and be able to pass a CI polygraph. Required Certification: + Must be able to obtain and maintain currency of Certified Associate in Project Management (CAPM) certification within six (6) months of hire. Preferred Skills: + Strong working knowledge of project management software (ex. Microsoft Project Atlassian Jira) is highly desired + Jira preferred. + Practical experience in special enclave project management. + Electronic warfare mission data development familiarity. + Working knowledge of TCP/IP networking troubleshooting and USAF IT security. + Program Manager course (or equivalent experience). Essential Functions Work Environment Office setting that includes sedentary physical effort. However may include lifting of weight up to thirty (30) pounds as necessary. Must be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions. Work site is located at Lackland AFB TX. Physical Requirements Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility including but not limited to bending reaching and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work walking moderate to long distance may be required. Equipment and Machines Ability to operate office equipment such as personal computer printer copy machine telephone fax machine and other equipment including desk supplies and other work related tools as required. Attendance Monday-Friday 7:00 a.m. - 4:00 p.m. Regular attendance of scheduled hours is extremely important but not critical except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements. Other Essential Functions Must demonstrate professional behavior at all times when dealing with customers management and co-workers. Must have clear concise and accurate communications skills in English both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to work site is required. Travel to and from customers locations may be required to support projects. This may involve airline travel. In some cases accommodations can possibly be made for POV if necessary.
