The Safety Security and Environmental (SSE) Manager position functions independently from Operations; and serves to lead the SSE Supervisors (Officers) and provide support to and unbiased oversight of the various Lines of Business (LOBs) and Business Units (BUs) at a given location.
Credibility consistency and fairness are paramount to effective safety promotion advocacy and accountability.
The purpose of this role is to promote manage and oversee safety security and environmental compliance at the base-level. The position will be responsible to offer guidance for implementation and adherence to MA Safety Security Quality and Training policies and SOPs as well as local state Provincial (CAN) and Federal regulations.
Key Responsibilities
+ Responsible for the leadership coordination and assignment of duties of the safety team.
+ Promotes the Safety-First Culture and encourages timely reporting of all incidents hazards and near misses.
+ Leads by example and provides immediate and direct feedback to Employees and colleagues.
+ Manages MA Safety Programs Policies and Procedures and other Safety Security and Environmental (SSE) related systems in accordance with approved manuals bulletins and briefings.
+ Ensures proper communication of these MA programs and systems at the local level.
+ Ensures implementation of and compliance with local state Provincial (CAN) and federal rules and regulations.
+ Monitors local legislation for changes that may impact operations or present additional burdens.
+ Assists with conducting Risk Assessments (RAs) for new/changing activities and reviews existing RAs annually.
+ Assists with the preparation of local operating procedures (LOPs) for base senior management approval.
+ Conducts on-site inspections and audits of base operations facilities equipment and materials to further develop recommend and/or implement policies and procedures that promote safety.
+ Assists in the development and implementation of the station Emergency Response Plan (ERP) Emergency Action Plan (EAP) Local Contingency Plan (LCP) Business Continuity Plan (BCP) Spill Prevention Control and Countermeasure Plan (SPCC) Facility Response Plan (FRP) Environmental Emergency Response Plan (EERP) and/or Storm Water Pollution Prevention Plan (SWPPP).
+ Serves as the Safety Security and Compliance Manager/Officer assigned/delegated the responsibility for overseeing the implementation of the Menzies Aviation Safety Management System (SMS) and Health and Safety manual (H&S) policies at the base.
+ Serves as the Principal Manager appointed for all matters relating to Security at the station per the MA Security Manual (SeMS).
+ Serves as the primary delegate ensuring compliance with the Menzies Aviation Quality Assurance Manual (QAM).
+ Serves as the primary delegate ensuring compliance with the Menzies Aviation Environmental Management System (EMS).
+ Assists in the investigation of accidents injuries and near misses and cooperates in the preparation of material and evidence for use in hearings lawsuits and insurance investigations. Will also evaluate root causes and recommend corrective action.
+ Monitors that approved corrective actions implemented by base senior management are communicated to base employees and are sustained as required to enable safe operation practices.
+ Oversees the compilation of base accident reports and data required by regulatory agencies.
+ Performs graphical and numerical analysis of accidents injuries and near misses to determine trends; and provides recommendations to base senior management in an effort to reverse negative trends.
+ Coordinates SSE-related promotion activities.
+ Develops briefings and ensures the cascade of SSE-related bulletins and alerts.
+ Establishes supports and facilitates (as necessary) the station Safety Committee.
+ Attends customer and airport safety meetings and forums to promote MA SSE-related initiatives and participate in shared learnings.
+ Conducts people process facility and equipment inspections and audits. Prepares reports and communicates unsafe findings to management (including root causes and recommended corrective action).
+ Participates in audits and inspections performed by Corporate or outside personnel.
+ Assists Base senior management with devising appropriate audit and inspection responses; and follows-up on all corrections to ensure appropriate action has been taken.
+ Assists in reviewing equipment and material purchasing plans for compliance with applicable SSE-related rules regulations and best practices. Determines necessary mitigation measures to facilitate a safe work environment.
+ Coordinates and manages the base Safety Business Plan (SBP) to address SSE-related issues improve safety performance and track key measurements. Updates the SBP monthly and reviews the SBP with management at least Quarterly.
+ Consults with HR and the Leave Team to ensure proper administration of the Workers’ Compensation Program (Reed Group in CAN) to include timely reporting Employee follow-up and aggressive Return-to-Work promotion.
+ Participates in training sessions to cover specific areas such as Safety First Stop Work Authority See Something – Say Something Fair and Just Culture Standard Safety Practices (SSPs) Health and Safety programs Hazard Communication and Personal Protective Equipment.
+ Supports Quality Control Technicians and Fuel Farm Operators (as applicable).
+ Performs other duties as assigned by the Regional Risk Manager
