The Milwaukee County Fire Department responds to nearly 1000 calls for service per year. The vast majority of these are on Airport property. MCFD also responds to aircraft emergencies and vehicle accidents in the vicinity of Milwaukee Mitchell International Airport. There is one newly renovated Fire Station which is strategically located near the middle of the airfield close to the intersection of MMIAs two longest runways. MCFD is also a full participating member of MABAS Division 107 (Mutual Aid Box Alarm System) which allows our MABAS partners to call upon our large supply of Firefighting Foam and our unique application devices. Job Summary: Under the direction of the Chief Aircraft Rescue and Firefighting (ARFF) the Assistant Chief provides day-to-day fire protection management of operations to include the direct supervision of emergency response services. This job ensures compliance with Federal Air Regulation Part 139 National Fire Protection Association Wisconsin Safety and Professional Services and Milwaukee County regulations and standards. This position also performs oversight of EMS Firefighting HAZMAT Training Logistics Apparatus Equipment and Customer Service. Establish Incident command during airport emergencies. Establish incident command during all aircraft rescue and firefighting incidents medical and special emergencies on Milwaukee Mitchell International Airport (MMIA). Respond to and advise area fire departments during an aircraft accident/incident off the airport under Mutual Aid Box Alarm System (MABAS). Supervision of Fire Department Personnel. Responsible for the coordination evaluation and supervision of department personnel; preparation and maintenance of all departmental records and reports. Facilitate and oversee training. Responsible for the design development and implementation of ARFF training program complaint Designs develops and implements the ARFF training program compliant to FAR 139. Train department personnel in the latest techniques in aircraft/structural firefighting hazardous materials response and emergency medical protocol. Develop and implement policies and procedures. Assist the Fire Chief in the development of department Standard Operation Guides Management Plans and Instructions. Recommend develop and administer policies and procedures. Ensure regulatory compliance. Responsible for ensuring compliance with all applicable Federal State and County regulations. Facilitate Vehicle and Quarters maintenance . Guide personnel in proper daily weekly and monthly vehicle maintenance to include but not limited to inspection corrosion control and reporting discrepancies to maintenance. Ensure quarters are maintained in a clean and serviceable manner. Report any damage or otherwise out of service areas/equipment to airport maintenance. Assume duties of Chief Aircraft Rescue and Firefighting during absence . Assume the duties and responsibilities of the Fire Chief in his/her absence which includes but is not limited to writing performance appraisals disciplining and representing management in grievance process. Other duties as assigned . Regular attendance is required . Minimum Qualifications Associates degree in Fire Science or closely related field. Five (5) or more years of firefighting experience on ARFF (Aircraft Rescue and Fire Fighting) at a FAR (Federal Aviation Requirement) Part 139 and/or DoD (Department of Defense) airport. Three (3) or more years of training management and supervision experience on ARFF at a FAR Part 139 and/or DoD airport. Intermediate knowledge of/and proficient in Microsoft office applications (word excel Power Point etc.) Intermediate knowledge of WEB BASED APPLICATIONS FOR TRACKING RESPONSE DATA Intermediate knowledge of PAD BASED PATIENT TRACKING EQUIPMENT Ability to lift/carry up to 50 lbs. and push/pull up to50lbs. Licenses: National Registry or State of Wisconsin EMT (Emergency Medical Technician). At time of hire or within six (6) months of date of hire and maintained throughout incumbency. Class 1 Airfield Drivers License. Gained through the onboarding process and maintained throughout incumbency. Valid Wisconsin Drivers License at the time of hire or must be obtained within thirty (30) days from date of hire and maintained throughout incumbency is required. Certifications: Wisconsin State International Fire Service Accreditation Congress (IFSAC) Department of Defense (DoD) or PRO-BOARD: Fire Officer II Fire Instructor I Fire Inspector I and HAZMAT Incident Commander Certifications NIMS: ICS 100 200 300 400 700 and 800 Certificates Knowledge Skills and Abilities: Knowledge of all related computer and software applications such Microsoft Office as well as Web based applications for tracking response data. Skilled at internal and frequent external communication; gathering information answering queries and building strong working relationships. Read analyze and interpret safety rules operating/maintenance instructions procedural manuals business manuals technical procedures and government regulations. Draft routine reports. Regularly make decisions of responsibility involving evaluation of information. Decisions may require development or application of alternatives or precedents. Able to lift carry push and pull up to 50lbs on a regular basis.
