We are seeking a Network Operations Analyst to support our Deep Space Network (DSN) Operations and Maintenance O and M contract with the Jet Propulsion Laboratory (JPL) and NASA in our Monrovia CA office. The Network Analyst will work within the Mission Planning and Preparation organization. In cooperation with the Mission Planning manager will assign NOA (Network Operations Analyst) resources to missions in support and leadership roles. Monitor completion and delivery of work products required for Critical Event activity and sustaining in-flight operations. Responsible for planning and scheduling NOA training activities required to obtain certification and achieve proficiency in a timely manner. Must have knowledge and skills necessary to perform working NOA duties during high intensity surge periods. Monitors the NOA Communication Event Planning activity. Supports the PITS (Program Interface Tests) and DEMO (Demonstration) program. Supports the Mission Planning Manager as required. - Participates in the development of training plans to include OJT (On the Job Training); oversee training program; assess NOA training development and take action to address gaps. - Support product production e.g. briefing messages MSARs (Mission Services Activity Report) NADs (Network Operations Directive) OPDs (Operations Performance Directive) Configuration tables - Participates in CEP analysis (Critical Event Planning) development to ensure high quality standards for products and CEP product accuracy are met. - Coordinate with JPL task mangers to develop and execute test plans to support PITs (Project Interface Test) and Demos for new software or hardware upgrade implementations and delivery. - Support the Mission Planning Department Manager as needed - Monitor and track new spacecraft implementation progress from cradle to launch and periodically report status to MP Manager. - Facilitate DSN readiness efforts to support criticality Level 1 and Level 2 Events. - Performs technical studies provides recommendations and addresses issues and anomalies as required. - Will perform NOA and CEP job/task functions as an additional NOA and CEP resource in times of surging workload both in the office and in the Remote Operations Center (ROC) - Must personally maintain NOPE and NOA certification per the NOPE Job Training Guide. Required Qualifications: - BS/BA Degree in either Engineering Physics Aerospace Mathematics Electronics Telecommunications or other related technical discipline and 2+ years of related experience - Demonstrated knowledge of spacecraft-to-ground telecommunications operations - Skills and ability to develop and support Excel macros to better enhance and sustain the Mission Operations Planning and Preparation function - The ability to undergo a trusted background check and pass a National Criminal Information Check (NCIC). In order to obtain a clearance you need to be a US Citizen and show proof of citizenship Desired Qualifications: - A minimum of 2+ years of direct DSN experience - 2+ years of experience as a NOA (Network Operations Analyst) and/or NOPE (Network Operations Project Engineer) - Experience preparing and presenting technical briefings to customers and Government/Industry leadership is highly desirable - Strong communication skills with the ability to work in a team environment - Demonstrate good problem solving skills and the ability to collaborate across interdisciplinary teams.
