Overview

The Project Controls Manager works with project-level controls personnel and bears the primary responsibility for tracking forecasting and reporting all assigned project costs and schedules at the Program level. This position ensures projects comply with governance contract terms and all LAWA and TDIP procedures. The Project Controls Manager leads cost and schedule forecasting risk analysis sessions with LAWA design and contractor teams and creates and audits contract management compliance procedures for applicable LAWA processes.

Key Job Duties

Governance Process

  • Maintain Steering/Board of Airport Commissioner (BOAC) schedule spreadsheet
  • Notify Project Managers (PMs) of lead-up dates for items going to Steering / BOAC
  • Create first drafts of Capital Improvement Plan (CIP) forms (Needs Assessments Project Charters Project Change Forms); upload to SharePoint; request review by PMs and others; continuously update as deals change; verify accuracy when finalized; create first drafts of Board Reports and upload to ADG Share Point; request review by PMs and others; upload to BOAC SharePoint; continuously update as deals change; verify accuracy when finalized
  • Follow-up with PMs to ensure Steering decks are uploaded before distribution dates for Working Team and Steering Committee meetings

TDIP Executive Support

  • Coordinate and manage financial or other contractual audits and provide documentation to the auditor
  • Monitor project team compliance with required processes and procedures and ensure PMIS (PMWeb) records are up to date
  • Develop and maintain information required to provide internal TDIP Steering Committee and periodic BOAC reports
  • Ensure cost breakout sheets are updated by Controls Managers; review for accuracy; maintain project list with all relevant project information
  • Generate TDIP monthly report (cost schedule risk) including staffing plan update Prolog review CJl3 review schedule review risk register review
  • Host monthly reporting meetings with all PMs (~13 meetings per month)

Resource Management

  • Create new staffing plans for new projects added to TDIP for delivery
  • Assist ADGs Recruitment Team with the selection process
  • Maintain org charts and spreadsheets tracking personnel changes rates

Program Controls

  • Provide guidance to project controls teams to ensure consistency and compliance with LAWAs policies and procedures
  • Maintain budgets and ensure implementation of the program in line with approved budget
  • Ensure compliance of project teams with their budgets including continuous evaluation and controlling of costs against budgets
  • Manage risk and issues; control costs (supported by project cost engineering for Prolog input)
  • Ensure payments are made in line with contracts (designers contractors and others)
  • Set up maintain and review all financial processes and provide a monthly financial summary of the program cash flows
  • Manage schedule; develop schedules and ensure implementation in line with milestones and baseline schedule; ensure compliance of project teams with schedules
  • Manage changes and ensure CAB processes are followed; maintain documentation of all CAB items
  • Manage risks of the TDIP Program and ensure risk mitigation processes are aligned; maintain TDIP risk registers; coordinate with the TDG Risk Manager; identify potential change order requests and process per CAB procedures

Hardware/Software Knowledge

  • Proficient in Microsoft Office Suite and Bluebeam
  • Familiarity with Project Management Information Systems
  • Ability to work in CAD or REVIT is a plus

Professional Experience Level / Other Qualifications

  • 20 years or more experience preferably on airport projects
  • Experience managing a team of project controls staff
  • Experience with projects more than $500 million in value
  • Experience with various delivery methods specifically Progressive Design-Build and including Design-Bid-Build Design+CMAR and others
  • Proven ability to perform in a management capacity
  • Excellent written and oral communication skills and thorough knowledge of industry practices and regulations
  • Self-starter with proactive results-oriented focus; willing to assume additional responsibilities
  • Able to interface with people with different technical levels and backgrounds; detail oriented and highly organized

Education / Training

  • Bachelors degree in Architecture Aviation Business Engineering Construction Management Planning or related technical field
  • Masters degree preferred
  • Optional certifications may include AAAE LEED PE PMP AICP PMI-SP etc.
