Salary Range: $120,000 - $140,000 DOE
Position Summary
Tactical Air is currently seeking a Proposal Development Manager who will provide leadership and direction for the Proposal Development Team in support of Tactical Air's strategic business plan. This position will lead and strengthen proposal development processes and supervise and develop proposal and marketing efforts. The Proposal Manager will be responsible for delivering timely and compliant proposals as well as managing the Business Capture Center and all resources essential to the proposal process. This position will accomplish department objectives by supervising staff and organizing and monitoring work progress.
Responsibilities
- Evaluate key bid opportunities with Business Development, Project Management, and Division Leads (Proposal Development Team) to lead the process of preparing and submitting compliant and successful proposals.
- Provide direction to Proposal Development Team (i.e., capture, writers, pricing, compliance, and graphics) to guide personnel and processes to generate high-quality, winning proposals.
- Ensure an effective, efficient, and accurate proposal generation process which meets demanding deadlines.
- Participate in and lead strategy sessions on assigned proposals to develop themes and other strategic approaches in developing winning proposals.
- Maintain corporate proposal libraries in support of establishing organizational proposal development tools and templates.
- Ensure compliance of information in key proposals by evaluating or identifying requirements and scope and assumptions, risks, costs, text, and ensure responses match requirements.
- Lead proposal color review meetings and ensure integration of all proposal activities.
- Assist with editing proposal writing and/or identify subject matter experts to effectively contribute to proposal requests.
- Work with Contracts to monitor notification services, external resources, and customer websites and other resources for the release or pending release of RFPs.
Requirements
- Bachelor's degree in business, Marketing, Public Relations, Communications, or related discipline with 5 years of experience in proposal development demonstrated increasing levels of responsibility.
- Equivalent combination of training, education, and experience in a relevant field or industry.
- Knowledgeable in Federal Acquisition Regulations (FARs).
- Knowledgeable in integrated proposal development with demonstrated ability to prepare written proposals.
- Ability to work in Microsoft Project to create Project timelines for Proposals.
- Strong PC-based computer skills; proficiency utilizing various software such as Microsoft Office (Word, Excel, PowerPoint); web-based e-mail/calendar applications; virtual office/cloud-based file sharing.
- Valid state driver's license.
- U.S. Citizenship with the ability to obtain/maintain a DoD security clearance.
Desired Experience/Skills
- Advanced degree preferred.
- Two years of supervisory experience preferred. OR Strong team leadership skills with ability to guide, direct, and influence stakeholders.
Work Authorization and Environment
- Must be lawfully eligible to work in the United States and complete a U.S. government I-9 Form.
- Tactical Air Support is a Drug & Alcohol-Free Workplace. Pre-employment, random, or for cause drug/alcohol testing (including for marijuana) required.
- Specific work hours determined by operational, departmental, or contractual requirements.
- Occasional evening, weekend, holiday, and overtime work may be required.
- Occasional travel to various work sites throughout the U.S. may be required.
