Description, duties, responsibilities

This position will support Ground Services Systems Engineering and the Radio Frequency Interference Monitoring System (RFIMS) Project at the NOAA/NESDIS supporting the Office of Satellite Ground Services (OSGS). Key Functions o Perform system engineering tasks including requirements analysis traceability verification and interfaces o Support Design Integration and Test o Conduct analyses and architecture/systems trade studies o Be responsible for direct customer technical support on RFIMS ground services development including systems engineering and trade studies o Participate in NOAA ground segment studies to propose cost effective solutions for future RFIMS architecture o Provide direct support to senior government decision makers regarding acquisition strategy o Apply broad skillset to innovative solutions for RF ground systems o Provide technical leadership between customers and Aerospace technical management staff o Coordinate COTS migration activities to reduce operational costs and to mitigate the risk of system obsolescence o Establish strategic technology direction to improve the system quality and reduce maintenance costs. Qualifications Required o Bachelors degree in Engineering/Science o Twelve or more years of progressively responsible professional engineering/scientific experience including space and/or ground systems and a background in systems engineering technical and project leadership in an engineering organization or program office o Ability to provide radio frequency engineering and technical support leadership in the areas of ground systems (RF communication and Broadband spectrum) o Proven skills in the understanding of software and hardware system interactions and related technologies; real-time systems; performance analysis; systems integration issues; development methodologies (spiral prototyping agile object-oriented modeling etc.); technology recommendations; and evaluating the impact of candidate technical approaches on all parts of the system o Ability to support Radio Frequency spectrum interference on space to ground communication links and coordinate solution strategies o Experience with cellular telephone communication frequency interference o Experience with commercial NASA and/or NOAA space systems o Proven expertise to provide technical support for engineering studies and evaluations of proposed and existing hardware and software architectures o Proven experience in long term IT Strategy legacy system migration and ground system development/integration o Understanding and previous procurement management support expertise for moderate to large systems acquisitions o Experience with federal acquisition policies and practices o Applicant must be able to communicate with a broad range of customers technologists program managers system engineers and senior government leadership o Excellent interpersonal skills including a demonstrated ability to establish and maintain effective working relationships with all levels of customers is required. o Excellent technical written and oral communication skills are essential. Desired o Advanced Degree (PhD preferred) in Engineering/Science with focus on Radio Frequency Spectrum o Expertise/knowledge in the entire software lifecycle from concept of operations to end of life for satellite or RF ground systems including architecture program management risk assessment and process improvementSalary Range: $200K -- $250K Minimum QualificationMechanical Engineering Electrical Engineering.
