The principal function of this employee is to ensure the safe and efficient operation and the adherence to the provisions of 14 CFR Part 139. Work is performed under the general direction of the Airport Director and the position reports directly to the Associate Director. This position oversees compliance with 14 CFR Part 139 and involves decision-making related to airport operations and aviation safety. Position supervises up to thirteen (13) technical service employees ranging from Grade 4 - Grade 7 and up to six (6) wage employees report to this position. Participates in the formulation of the annual airport budget for Airport Operations and Fixed Base Operations. Manages and is responsible for budget line items within the Airport Operations and Fixed Base Operations cost centers.Minimum Qualifications:two (2) years in a direct supervisory capacity of employees preferably in a Collective Bargaining Agreement environmentor any equivalent combination of experience and training which provides the knowledge skills and abilities necessary to perform the workSuccessful completion of TSA background investigation per FAR Part 1542.Typically requires:a Bachelors degree or higherplus four years of related experienceor an equivalent combination of education and experienceStrong support of diversity equity and inclusion in the workplace required.Required Certifications:Completion of a FAA authorized Supervisory Fuel Training Safety (139.321) course or completion within ninety (90) days of hireAAAE Airport Certified Employee (ACE) in "Airfield Operations" or ability to obtain ACE within twelve (12) months of hireAirport Rescue and Fire Fighting (ARFF) Part 139 certification or ability to obtain certification within twelve (12) months of hireCAMPUS SECURITY CRIME STATISTICS: Pursuant to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act and the Pennsylvania Act of 1988 Penn State publishes a combined Annual Security and Annual Fire Safety Report (ASR). The ASR includes crime statistics and institutional policies concerning campus security such as those concerning alcohol and drug use crime prevention the reporting of crimes sexual assault and other matters.
