The person selected may telework up to the maximum extent possible up to and including full time until it is safe to relocate.Learn more about this agencyResponsibilitiesThe selectee serves as a Continued Operational Safety (COS) Program Manager (PM) in the Propulsion and Program Management Section AIR-7C3 of the Compliance and Airworthiness Division AIR-700 and is the primary contact with the AIR-7C3 COS Program Management Section. He/she applies expertise of engineering knowledge extensive certification COS experience and leadership skills to develop integrate implement and evaluate processes for all activities associated with complex COS issues. The COS PM facilitates communication of critical safety information within Aircraft Certification and assists management in developing relationships and processes essential for COS. He/She serves as a focal for processes used in the oversight of COS monitors adherence of employees to established COS oversight processes and proposes appropriate changes to the division and local COS processes when necessary to improve effectiveness and/or efficiency.The COS PM applies experience and comprehensive knowledge of engineering principles theories and concepts applicable to the COS programs as well as an understanding of new technologies and methodologies to solve complex problems and to develop improved technical processes for the organization. Assignments frequently require knowledge and experience working across functional and/or organizational lines.The COS PM applies broad technical organizational data management and team leadership skills to lead COS oversight of assigned products from identification of potential safety issues through closure. He/she identifies gaps in program metrics and processes and recommends program improvements to address those gaps. The COS PM leads or steers major team activities associated with major COS related agreements with design approval holders or foreign authorities and serves as focal point for development and maintenance of those agreements. He/she monitors and provides briefings to the workforce to ensure adherence to established COS procedures and working agreements. The COS PM advises engineering workforce on the application of risk and causal analyses and is responsible for overseeing assigned engineering workforce and design approval holders or foreign authorities in their duties to acquire and review operational data for potential safety issues.The COS PM coordinates safety issues with other COS PMs for potential impact on other products as well as refining and standardizing COS processes. He/she advises management and staff on status and processing of planned AD actions safety issues and safety recommendations through each state of the process making schedule and prioritization recommendations independently or in accordance with guidance from the Corrective Action Review Board (CARB) and management. The COS PM monitors incoming and the processing of alternative method of compliance (AMOC) requests to ensure appropriate compliant and timely responses and issuance by cognizant engineer and Flight Standards Service inspectors and manager or designee.The COS PM may be responsible for generating and updating briefing papers in response to accidents and incidents and assists other AIR personnel responsible for accident investigation coordination acting as a liaison between on scene personnel and managers and technical specialists.The COS PM often represents the branch as a principal point of contact to provide advice and guidance on the applications of COS policies and procedures both internally and externally. He/she applies broad policies and objectives and provides general guidance for addressing issues and exercises considerable discretion to develop new and innovative approaches. The COS PM will mentor engineers on performing COS work and provide policy guidance and instruction to others both internally and externally.Travel RequiredOccasional travel - The job may require travel from time- to-time but not on a regular basis. To be acceptable the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the ABET as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); (g) any other comparable area of fundamental engineering science or physics such as optics heat transfer soil mechanics or electronics; ORALTERNATIVE REQUIREMENTS: Combination of education and experience -- college-level education training and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering and (2) a good understanding both theoretical and practical of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration: Current registration as a professional engineer by any State the District of Columbia Guam or Puerto Rico; Written Test: Evidence of having successfully passed the Engineer-in-Training (EIT) examination or the written test required for professional registration which is administered by the Boards of Engineering Examiners in the various States the District of Columbia Guam and Puerto Rico; Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical mathematical and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A; Related curriculum: - Successful completion of a curriculum leading to a bachelors degree in engineering technology or in an appropriate professional field e.g. physics chemistry architecture computer science mathematics hydrology or geology may be accepted in lieu of a degree in engineering provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.Specialized Experience for J-Band: In addition to the basic/alternative qualification requirements identified above all applicants must demonstrate one year (52 weeks) of specialized experience equivalent to the next lower grade (FV-I or FG/GS-13). Specialized experience is experience which has equipped the applicant with the particular knowledge skills and abilities to successfully perform the duties of the position and that is typically in or directly related to work of the position to be filled.
