Description, duties, responsibilities
Position Location and Scope
HR leadership for Zodiac Arresting Systems business unit with approximately 150 employees. The position is permanently located at Zodiac Arresting Systems (ZAS) Aston PA USA. Manages all manufacturing sites for ZAS including manufacturing facilities in Aston PA (100 employees) a temporary facility in Logan NJ (25 employees) and indirect responsibility for Merpins France (50 employees). Leads a small staff of HR generalist(s) and administration. Reports to the President / CEO directly and matrix reports to Division HR.
+ Generates annual HR budget and manages HR department expenses to the annual budget.
+ Manages all aspects of compensation and benefits.
+ Ensures HR policy adherence reviews and improves policy and procedure on a continuous basis.
+ Leads the ZAS / corporate Talent Performance management processes and training.
+ Leads all recruiting efforts for direct indirect management and executive personnel.
+ Drives ZAS and corporate ethics compliance and compliance to applicable regulatory requirements.
+ Drives all HR aspects of active facility closures expansions and combinations.
+ Monitors administration of established HR standards and procedures.
+ Identifies opportunities for improvement and sets goals for staff to implement.
+ Develops and monitors an annual budget that includes HR department employee recognition programs activities and community and stakeholder involvement.
+ Leads / manages company benefit programs including open enrollment processes insurance coverage 401K and associated investment programs and makes recommendations to President and staff annually / quarterly as applicable.
+ Generates HR department annual goals and objectives and ensures all objectives are aligned with the organizations strategic direction. Provides all supporting HR KPI data reporting.
+ Participates in executive management and company staff meetings and attends other corporate HR meetings and seminars.
+ Annually recommends coordinates and plans company volunteer / community services.
Training and Development
+ Drives all ZAS company training programs and assigns the authority / responsibility of HR and managers within those programs. Provides necessary education and materials to managers and employees including workshops manuals employee handbooks and standardized reports. Company training needs include training needs assessments new employee orientations production cross-training the measurement of training impact and training transfer.
+ Lead the deployment of Talent Management and Succession Planning process including identification of development needs development program generation with department leaders and alignment with Zodiac development process requirements.
+ Leads the implementation of the Performance Management process including annual employee reviews compensation planning and performance improvement guidance and administration.
+ Establishes and leads the standard recruiting and hiring practices and procedures necessary to recruit and hire a high-performing workforce.
+ Recruits and participates in interviews and assessment of all levels in the organization including management and executive-level candidates
+ Chairs any employee selection committees or meeting.
+ Owns the Knowledge and Skills Assessment process for documentation and robustness of candidate / talent selections (also in support of workforce management as applicable).
+ Drives HR activities to support plant consolidations / closures / expansions including retention .planning work force management relocation support and planning etc.
+ Partners with management to communicate HR policies procedures programs and laws.
+ Establish a positive employee relationship and promote a positive employee morale and motivation.
+ Conducts investigations as necessary to support the workforce and management; reviews employee appeals through the company complaint procedure.
+ Formulates with managers /oversees implementation of the performance improvement process.
+ Collaborates and/or leads with company E H and S organization safety and health programs including OSHA incident reporting and workers compensation claims.
+ Manages employee communication and feedback through company meetings suggestion programs employee surveys newsletters employee focus groups one-on-one meetings etc.
Compensation and Benefits
+ Establishes via internal and external benchmarking the company wage and salary structure pay policies and oversees the variable pay systems within the company including bonuses and raises.
+ Establishes / continually reviews pay bands that help to recruit and retain superior staff.
+ Establishes comp and retention strategies supporting plant consolidations closures and expansions.
+ Leads the development of benefit orientations and other benefit training.
+ Ensures compliance to requirements including but not limited to the Equal Employment Opportunity (EEO) the Americans With Disabilities Act (ADA) the Family and Medical Leave Act (FMLA) Employee Retirement Income Security Act (ERISA) the Department of Labor worker compensation the Occupational Safety and Health Administration (OSHA).
+ Manages all HR related legal claims with internal corporate and external legal support.
Essential Qualifications and Competencies
+ 10+ years in HR with 5+ years in HR management.
+ Bachelors degree in HR Business and Organization Development is required. A Master’s Degree in HR is preferred.
+ SPHR certification is heavily preferred; with demonstrated knowledge of employment law compensation organizational planning and development labor relations and negotiation required.
+ 5+ years of experience in a complex high mix manufacturing environment preferably Aerospace and Defense. Shop floor management or hands on prior experience is a huge plus.
+ Experience with plant closures and consolidations and associated HR implications (work force sizing transfers and relocations etc.).
+ Excellent quantitative skills and a working knowledge of finance is required with very good computer skills including Excel and Power Point capability as well as an ability to learn to extract data from an ERP system .
+ Excellent oral and written communications coaching skills organizational skills.
+ Ability to work in the US on in an ITAR (International Traffic in Arms) and EAR (Export Administration Regulations) restricted environment.
