ApplyDuties and Responsibilities aircraft will be dispatched unless it is in airworthy condition 14 CFR 121.605 and is equipped as prescribed in 14 CFR 121.303. However an aircraft may be dispatched with inoperative or missing components in accordance with the Minimum Equipment List MEL and Configuration Deviation List CDL . Consideration must be given to interrelationship between multiple MEL CDL items in effect on any aircraft so that overall flight safety is not compromised. The dispatcher will coordinate and dispatch all 14 CFR Part 121 operations and monitor 14 CFR Part 91 operations. Dispatch will be responsible for adherence to all applicable FAA ICAO and Company regulations and policies and will keep the captain fully informed of all flight traffic and airport conditions pertinent to the safety and completion of the flight. The dispatcher is responsible for coordinating solutions in conjunction with the Manger on Duty MOD for operational problems caused by cancellations delays diversions and mechanical interruptions. Each dispatcher on duty will remain on duty until each flight dispatched by him has terminated or until properly relieved by another qualified dispatcher. The dispatcher shall assist with flight planning fuel planning dispatch release generation and the flight following of each flight within his jurisdiction. Each dispatch will review the “DMI Summary Report” provided by Maintenance Control each day for the list of all inoperative or missing components on company aircraft. Maintenance Control will alert Dispatch to changes of any item during the course of any given day. All aircraft departing a station for the purpose of revenue flight must be released by the person who has operational control and in concurrence with the PIC. Flights may only be dispatched released to an airport if the appropriate weather reports or forecasts or combination thereof indicate that the destination and alternate weather conditions at the estimated arrival time at each station will be at or above authorized landing minimums as described by TEM Enterprise Operations Specification C054 or in conjunction with appropriate Exemption. flight may depart a station unless the captain and dispatcher are thoroughly familiar with all available weather reports and forecasts of weather phenomena that may affect the safety of flight including adverse weather phenomena such as clear air turbulence thunderstorms and low altitude wind shear for each route to be flown and each airport to be used. During flight the dispatcher shall provide the PIC any additional available information regarding the above as well as irregularities of any facilities or services that may affect the safety of flight. The dispatcher will provide the captain at least the following information prior to each flight All available weather reports and forecasts or subsequent changes thereto affecting the proposed flight. All current NOTAMs for origin destination and alternate airports plus any enrouteabnormalities that may affect the proposed flight. All SIGMETS or convective SIGMETS affecting the proposed route of flight. Advisories of all anticipated adverse changes in the weather phenomena affecting the proposed flight. All inoperative or missing components on the aircraft to be flown and any restrictions that may apply. Any irregularities of facilities and services even though a NOTAM has not been issued. Anticipated or known traffic delays. Field condition reports and braking action reports that might adversely affect the operation. Forecast or reported icing conditions that exist including the intensity thereof. The dispatcher must review all pertinent route and airport information prior to dispatching a flight over a new route or into a new airport. In the case of a special airport or route the director of flight control or their designee will review with the dispatcher all pertinent information to ensure his qualification and familiarity with the proposed operation. Any information not discussed above but having an adverse effect on a safe operation. Qualifications Current per Company DTM. Must successfully complete dispatcher training requirements in accordance with the Company Must maintain Company currency as defined in the DTM. Must have current FAA Dispatcher Certificate.
