THIS IS A T32 EXCEPTED SERVICE INDEFINITE POSITION.
Selectee may be non-competitively converted to permanent status if/when funding becomes available or position becomes unencumbered.
The primary purpose of the AVIATION RESOURCE MANAGEMENT SPECIALIST GS-2101-9 is to plan implement and control all operational administrative aspects of aircrew resource management aircrew training aircrew incentive pay various Air Force forms Aviation Resource Management System (ARMS) control ARMS interfaces operational reports technical guidance and training of assigned aviation resource management personnel. This is accomplished through the: interpreting and administering of laws and regulations; directing controlling and monitoring the resource and training requirements of assigned rated and non rated aircrew for mission accomplishment and safety of flight; and serving as the overall ARMS database manager analyst and administrator for the Wing. As required the position periodically performs Flight Services Specialist duties.
May make additional selections within 90 days of eligible(s) issuance.

CALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in the California National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Compatible Military Assignment and Grade are required. Military technicians must be assigned to a military position in the same unit which they are employed or in a unit that is supported by the employing activity. Military technicians must hold the military grade specified for the position. Applicants are encouraged to apply for the positions if experience is held.

AREA I= Current California National Guard employees who are serving on a Permanent/Indefinite/Temporary appointment.
AREA II= Current California National Guard members.
AREA III= Current military members of the Air Force/Army National Guard Air Force/Army Reserve or Air Force/Army Active Duty. (Applicants who are currently in other Air/Army branches and NOT currently a member of the California National Guard (CNG) must become a member of a compatible unit of assignment within the Air Force CNG commensurate with the military grade listed in this announcement prior to federal assignment).
Military Grades: E-1 through E-6
Recruitment/Relocation Incentive MAY BE authorized subject to funding and approval.
Relocation Costs IS NOT authorized based on determination that Permanent Change of Station (PCS) move is not in the Government best interest.
Must maintain appropriate level of security clearance.
Must wear appropriate military uniform including required grooming standards.
Must maintain a compatible military unit grade and job assignment as required by current directives.
Participation in direct deposit is mandatory.
General Experience: Experience education or training interpreting explaining and/or applying a variety of regulations and procedures; Experience using computer and automation system.
AVIATION RESOURCE MANAGEMENT SPECIALIST GS-2101-9: Must have at least 24 months experience in arranging or procuring transportation for personnel cargo or freight; Experience in pre and post auditing of freight bills bills of lading and personnel transportation vouchers; Experience coordinating and negotiating with organizations/personnel both orally and in writing to resolve differences/problems.
