Summary
The position is located in the Air Traffic Organization (ATO) Program Management Organization (PMO). The PMO provides program and acquisition management for the systems and capabilities that modernize and sustain the National Airspace System (NAS) to advance NAS programs from concept to operation while providing technical support for air traffic control automation and decision support systems.

Also open to former permanent excepted service federal employees eligible under an interchange agreement. Current or former permanent federal employees must have met a one year probationary period or trial period in the competitive or excepted service. Duties
The position is assigned to AJM-2400 Terminal Field Operations Support Group which supports several systems to include but is not limited to the following: AEFS (under TFDM) ARMT;CARTS/ARTS-IE/IIE/DBRITE; EFSTS; STARS Second Level Engineering; Terminal Shared Services and the Surface Management Advisor(SMA).
The ATCS Automation Specialist serves as the automation expert technical coordinator team lead and advisor. Responsible for development and improvement of agency air traffic control real-time computer systems by coordinating planning and conducting support activities relating to the design development installation testing implementation evaluation maintenance and monitoring of these systems pertinent to operational practices functions and requirements.
Evaluates and analyzes all facets of air traffic control operations and activities pertinent to the automation system. Evaluates operational and support computer program functions as they apply to air traffic operational requirements. Recommend modifications enhancements and problem resolution to the ATC operational program.
Provides direction and/or on-site assistance to the Air Traffic Manager offering technical information guidance and recommendations covering a broad range of field support requirements such as problem identification evaluation and resolution. Utilizes analytical abilities to identify define and determine the cause of problems with recommended or developed resolutions for immediate correction and steps to avoid future occurrences.
Directs and conducts functional verification and evaluates test activities to ensure that developed changes are implemented as designed and meet air traffic operational requirements as set forth in the NAS Change Proposals Configuration Control Directives and other relevant documentation.
Reviews and evaluates Program Technical Reports (PTR) and Program Improvements to determine their impact on functional diagnostic and support software. Uses in-depth analytical knowledge of software/hardware system sub-system and interface functions to determine the problem along with effective alternatives and recommended solutions. Provides to the Operational Support Facility (OSF) manager verbal and written activity reports detailing the progress and status of assigned tasks and/or team projects. Initiates correspondence and documentation as required to fulfill automation responsibilities. Alerts management of potential problems issues or concerns that could cause an operational impact to current and future systems.
Works continuously with FAATC personnel and appropriate levels of management to provide liaison and advice with respect to national system planning configuration management and technological considerations and adaptations that have a major impact on air traffic.
Provides support for activities relative to the development planning testing evaluation and maintenance of current and future National Airspace System (NAS) Plan Systems. Applies terminal software adaptation expertise in the development of new and improved concepts enhancements and techniques for advancing current air traffic control systems. Recommend modifications enhancements and problem resolution to the terminal adaptation for the ATC operational program.
Applies experience and advanced knowledge of air traffic control operations and procedures. Contacts are both internal and external to the organization and is often a key focal point for assigned activities. Completed work is reviewed for overall technical soundness and compliance with the stated requirements of assignments. Established policies and procedures cover most assignments but allow considerable discretion to select an optimum approach or recommend a new approach. Makes extensive technical judgments when interpreting and implementing policy and procedures governing the assigned area of work.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H / FG/GS-10-12 as an air traffic controller in a military or civilian air traffic facility that demonstrated possession of the knowledge skills and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws rules and regulations. Creditable experience must have equipped applicants with the knowledge skills and abilities to perform the full range of duties of the position for which application is being made.
