Description, duties, responsibilities
Serves as an Air Traffic Manager of a terminal or en route facility and is responsible for planning and directing all activities within the facility.
Continuously reviews work processes to assure that results meet the agencys mission and the customers needs add value to facility services and are efficiently achieved. Provides training coaching and guidance to their subordinates and is responsible for team building throughout their facility. The incumbent manages functionally integrated teams of operational and support personnel. Interprets measures of organizational performance and provides leadership to the management team on ways to improve organizational performance and meet strategic goals.

Candidates must show specialized experience. Specialized experience is defined as: 1)Must have held an FAA 2152-FV-J/FG-14 or above regional or headquarters position for at least 1 year (52 weeks); OR 2)Must have been facility rated or area certified for at least 1 year (52 weeks) at an ATS facility; (Note: an employee who has been facility rated or area certified for at least 1 year (52 weeks) in an ATS facility that is upgraded is considered to meet the qualification requirements of the upgraded position since he or she has been performing the higher graded work; OR 3) Must have held a MSS position for at least 1 year (52 weeks) in an ATS facility. NOTE: There are no restrictions on who can apply to MSS vacancies at those facilities with 3 or less MSS levels. In addition to the qualifications listed above for this MSS positions if applying for the MSS-4 position you must have held the MSS-3 or MSS-4 or an FG-2152-14 or above regional or headquarters position for 1 year (52 weeks) [IAW Qualification Requirements for AT-2152 Terminal and En Route Positions (Revision 1) dated 11/08/99]. Managerial Selection Factors: Candidates must provide separate narrative responses to address his/her experience in MWP Selection Factors 1 through 4.

FAA policy limits certain outside employment and financial investments in aviation-related companies.This position is covered by the Department of Transportations Drug and Alcohol Testing Program. Any applicant tentatively selected for this position will be subject to pre-employment or pre-appointment drug screening. Persons occupying a "testing designated position (TDP)" will be subject to random drug and/or alcohol testing.Note: This is a hard to fill position. The selectee will be entitled to a monetary award if he/she successfully meets the outcomes listed below. Ensure that Overtime is coded IAW National policy and BURST team guidance. ATM will be rated on ensuring 85% coding of OT casual factors per quarter.Ensure that 80% of the facility met or exceed training minimums each quarter. Rating based on Area training numbers and each area meeting their training minimums at least one month per quarter with an overall requirement of 75% of facility meeting minimums each month per quarter.Implement a Business Acumen strategy and resource utilization plan to ensure proper resource management.Demonstrated focus on improving safety culture at facility.Reduction in EEO/accountability board complaints and implementation of a facility plan to create a safe non-hostile workplace in accordance with FAA policies.Ensuring all elms recurrent and refresher training are completed in accordance with determined timelines.Mandatory management team building meeting each quarter.Career Enhancement Assignment/Career Progression: In accordance with HRPM EMP 1.29/1.29a this position may be a Career Enhancement Assignment/Career Progression. The selectee(s) may be eligible for pay retention. Career Diversity is not enhanced when an employee is assigned to a staff or supervisory position in which they previously held on a permanent basis.
