We currently have an exciting opportunity for an experienced Contracts Administrator / Government Property Liaison to work as an individual contributor in support of our GA-ASI team located in El Mirage CA. Position reports into the Senior Director of Contracts and Pricing in Poway California. This position exercises considerable latitude for administering property control program activities to ensure continual accountability of government associate contractor or company property in accordance with GA-ASI Army Contracts applicable government regulations and/ or corporate policy. Maintains contractual property accountability records and works with the Army Contracting Officer to obtain timely disposition of surplus or obsolete material or equipment. Processes RFNI and transfer of accountability GFE contract modifications where appropriate. Responsible for decisions that may impact the company’s ability to achieve goals critical to the major objectives of the organization. May serve as prime consultant to management and external spokesperson for the organization on highly significant matters.
DUTIES and RESPONSIBILITIES:
+ Reviews contractual GFE lists and planned flight operations to ensure flight line activities have the equipment available and necessary for daily operations in accordance with company policy and customer contractual requirements; determines the applicability of complex government laws and regulations to the company’s contracts.
+ Verifies export classification and foreign restrictions.
+ Reviews interprets recommends and negotiates contractual terms and conditions and participates in developing policies procedures and standard practices to ensure contract activities achieve desired objectives and timetables.
+ Identifies contract issues and responds to a variety of unusually complex inquiries while providing leadership in developing innovative solutions in support of El Mirage CA flight and test operations.
+ Leads the modification of standard contracts and processes modifications for non-standard contracts.
+ Reviews and negotiates terms and conditions of non-disclosure teaming license and memorandum of understanding agreements.
+ Advises management of contractual rights and obligations and provides interpretation of terms and conditions.
+ Will participate in DCMA and Army customer Government Property inventory reviews and audits with program management and customer representatives.
+ Maintains an awareness of regulatory changes and their impact on contracts including export considerations.
+ Maintains analyzes updates and develops various electronic and hard copy records.
+ Makes internal and external presentations as required and acts as primary customer contact with customers and outside Government organizations.
+ Represents the organization as the primary administrative contact on assigned contracts.
+ Provide direction to professional or technical staff on contractual matters.
+ Performs other duties as assigned or required.
+ Typically requires a bachelor’s degree in business administration with an emphasis in Contract Administration or a related discipline along with fifteen or more years of progressive professional experience in Contract Administration. Equivalent professional Contracts experience may be substituted in lieu of education.
+ Must have a thorough understanding of contract principles theories concepts and regulations and experience demonstrating a broad application of those practices techniques and standards.
+ Must be able to demonstrate expertise in FAR and DFAR procurement regulations. Must have a solid understanding of FAR/DFAR Government Property requirements Ground Flight Risk Clause requirements Inspection and Acceptance Liability and Risk Analysis. Must be customer focused and possess: (1) the ability to develop innovative solutions to a variety of unusually complex problems; (2) excellent verbal and written communication and presentation skills to accurately document and report findings to a variety of audiences; (3) excellent interpersonal and leadership skills to influence and guide employees senior managers customers and other senior external parties; (4) the ability to organize schedule and coordinate multiple work phases; (5) the ability to lead less experienced professional employees; and(6) excellent computer skills.
+ Working knowledge of SAP desirable.
+ Ability to work independently and as part of a team is essential as is the ability to work extended hours and travel as required.
