Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Incumbent of this position is subject to the possibility of a random drug test. May travel by military or commercial air to conferences meetings or other functions away from the duty site. AF military rated aviator experience (e.g. pilot navigator battle manager) is critical to the successful performance of the work. Employee must maintain current certifications Disclosure of Political Appointments Work may occasionally require travel from the normal duty station on military or commercial aircraft. The employee may be required to work other than normal duty hours which may include evenings weekends and/or holidays. This position routinely requires performance of other duties as assigned related to the mission of the assigned unit. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative or filling of the position during an emergency are not available. Joint Interface Control Officer (JICO) qualifications required. Qualifications This position is Emergency-Essential. In the event of a crisis situation the incumbent or designated alternate must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent or the designated alternate be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. This requirement cannot be changed from Yes to No without the approval of the AF/HO Career Field Manager.QUALIFICATIONS: In order to qualify you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Administrative and Management Positions Miscellaneous Administration and Program Series 0301.SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12 or equivalent in other pay systems. Examples of specialized experience includes JOINT Interface Control Officer (nCO) qualified expert knowledge of comprehensive range of data link concepts principles and systems/equipment including those that have complex technical requirements and require extensive specialized training and experience. Specialized practical and theoretical knowledge of joint services data link systems/ equipment for application to difficult and complex situations and problems that have no clear precedent. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major operations such as war mobilization rescue mission and flying operations deployment rescue flying training systems both manned and unmanned foreign military sales acquisition PPBS special operations or similar operationsFEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:1. Knowledge of Joint Interface Control Officer (JICO) data link concepts principles and practices of specific systems/equipment.2. Knowledge of the mission roles functions organizational structures and operation of coalition joint and Air Force data link capable weapon systems to provide guidance for joint interface control operations.3. Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.4. Knowledge of the application of AF military rated aviator (e.g. pilot navigator air battle manager) expertise as it applies to assigned programs; and assigned weapons systems.5. Ability to plan organize and negotiate effectively with senior analysts and management to accept and implement recommendations where proposals involve substantial resources and require extensive changes in established concepts and procedures.6. Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. Knowledge of required security and safety regulations practices and procedures.VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social).
